Jacob Barclay
Principal
Jacob assists small business federal government contractors comply with accounting and contractual requirements defined by the Federal Acquisition Regulation (FAR), set-aside standards, and other regulatory guidelines.  Over the past decade, Jacob's subject matter expertise has fallen into three primary functions:
  1. Establishing Defense Contract Audit Agency (DCAA) compliant accounting systems, DCAA audit liaison, and preparing DCAA reporting submissions.  Jacob typically supplements our clients current Bookkeeper, Controller, or Chief Financial Officer as a subject matter expert to ensure these deliverables are met and successfully accepted by DCAA.   
  2. Termination Settlement Proposals and Request for Equitable Adjustments allow contractors the opportunity to adequately recover their costs.  Jacob has successfully recovered settlements over $3M based on a thorough explanation and understanding of entitlement to the costs.  More times than not, contractors do not fully capture all of the cost impacts due to the change, one of which is Jacob's consulting cost.   
  3. It is paramount to develop a compliant and competitively priced proposal Cost/Pricing Narrative. Jacob has previously developed independent cost estimates on behalf of the Government which provides the foundation on understanding how evaluators will scrutinize the proposal.  To date, Jacob has prepared cost proposals on over $4 Billion in contract value.  He follows the Shipley Associates framework to perform cradle-to-grave cost narratives, subcontractor RFQ management, cost modeling, forward pricing rates, and completed templates. 

Finally, for more than 10 years, Jacob has provided training and education on a multitude of accounting, compliance, and cost/pricing issues.  In addition to providing in-house compliance training for clients, Jacob is a sought-after subject matter expert and speaker at national industry conferences, Tidewater Government Industry Council, Procurement Technical Assistance Centers (PTACs), and other industry organizations.
